CFAN1 - October 2005

This CFAN brought together for the first time the different stakeholders involved in Aceh and Nias reconstruction. Different stakeholders were able to voice their opinions to an audience made up of Ambassadors, Agency Heads, Central and Local Government, Local NGOs and civil society organizations. Mixed groups of stakeholders worked together to identify the most pressing issues and the toughest obstacles facing the reconstruction community. These issues were highlighted as needed address. In some cases, the solutions were found for example, the ‘One-stop-Shop’ was created in response to the difficulties being faced by international organizations in obtaining visas. In the most difficult of cases, some of the issue raised in the first CFAN still plague the reconstruction effort. One of example of this is the on-going lack of clarity related to land registration and ceritification.

 
CFAN2 - May 2006

The second CFAN took place as the BRR (Rehabilitation and Reconstruction Agency) began its process of ‘Regionalisation’. The CFAN 2 meeting was preceded by a Technical Meeting, where the bulk of the substantive discussion took place. Different stakeholders, including Local Government and Local NGOs gave their input into how the reconstruction process could be decentralized and funds and authority devolved to the districts of Aceh and Nias.

During the CFAN meeting itself, other issues came to the fore, such as Gender and Environment. These issues were taken on board by the reconstruction community and appropriate policies were subsequently developed. Furthermore, thematic working groups were established to address cross-cutting issues on an on-going basis.
